Tom is a Partner at ECS Advisors, LLC and serves as a Vice President specializing in U.S. and foreign export controls and sanctions matters. 

With his most recent experience as a Managing Director with the award winning (WorldECR Practice of the Year 2021) FTI Consulting’s Export Controls, Sanctions, and Trade practice, Tom helped lead a global practice in providing expert export controls and sanctions advice to prominent multinational companies. 

Prior to working for FTI, Tom served 41 years in the Export Administration and Export Enforcement divisions of the Bureau of Industry and Security (BIS), U.S. Department of Commerce, administering and enforcing the Export Control Reform Act and Export Administration Regulations (EAR).  During his career, he represented the United States’ national security licensing and enforcement interests to all 42 member countries of the Wassenaar Arrangement.  He worked extensively with foreign federal ministries, licensing bureaus, international customs services, international law enforcement agencies, trade associations, and global industry involved in international trade, export controls and sanctions.

He last served BIS as the Director, Export Management and Compliance Division.  He managed a staff responsible for establishing BIS’s recommended elements for effective internal compliance programs and led both domestic and foreign training in support of enhancing multilateral export controls.  In this capacity he also directed all of BIS’s compliance actions to assess and ensure industry compliance with the EAR.  Prior to this, Tom served as the Director of BIS’s Office of Enforcement Analysis (OEA) managing a staff of approximately 30 compliance specialists.  As the OEA Director, he was responsible for all aspects of BIS’s global end-use monitoring program as well as accessing all sensitive and open-source information to maintain BIS’s internal export control watchlist and license review programs. 

During his BIS career, he received multiple awards from the U.S. Secretary of Commerce for his outstanding dedication to industry and BIS.
