Listed by Marquis Who's Who in America as a Top Executive in his field (2023), Stephen is the founder and CEO of Export Controls & Sanctions Advisors, LLC (“ECS Advisors”) and the founder and Chair of the International Sanctions and Export Control Society (“ISECS”). 

For nearly 30 years, Stephen has specialized in regulating, enforcing and in advising on U.S. and foreign export controls and sanctions and geopolitical matters affecting the crossroads of global trade and international and economic security. 

As a well-renowned global leader in the field, Stephen has assisted in building successful export controls and sanctions consulting practices in his post-government career. As the CEO of ECS Advisors, Stephen has advised representatives of small and medium sized companies, as well as several Fortune 500 companies. As a Managing Director with the award winning (WorldECR Practice of the Year 2021) FTI Consulting’s Export Controls, Sanctions, and Trade practice, Stephen helped lead a global practice in providing expert advice to industry-leading multinational companies.

With a well-rounded breadth of experience in regulatory, enforcement, intelligence and diplomatic careers, Stephen has been a highly sought for Expert Witness, for cases involving international arbitration and U.S. criminal court proceedings. 

During his government career, Stephen represented the United States’ national security and foreign policy interests to foreign federal ministries, licensing organizations, international customs services, international law enforcement agencies, prominent law firms, industry, and trade associations in more than 70 countries.

While in government service, Stephen worked as the Acting Assistant Director, Export Control Officer Program of the Bureau of Industry and Security (BIS), as the BIS Regional Export Control Officer at the U.S. Embassy in Moscow, Russia and the U.S. Consulate in Frankfurt, Germany, as well as in Italy.  Throughout Stephen's career, he scrutinized thousands of international transactions for compliance with Export Administration Regulations (EAR), International Traffic in Arms Regulations (ITAR), Office of Foreign Assets Control (OFAC) sanctions, and other international regulations.

Stephen is a veteran of the United States Air Force and a Gold Medal recipient from the Secretary of Commerce, a Meritorious Service Award from the Assistant Secretary of Homeland Security, and an Honorary Polish Military Law Enforcement Officer from the Zandermeria.
