Peining assists clients with matters involving export controls and sanctions between the U.S. and China. 

Peining recently served as a Director in the Export Controls and Sanctions offering at FTI Consulting. She focuses on U.S. and Chinese export controls and sanctions matters including diplomatic relations, government affairs, multi-lateral export controls, conducting risk assessments, advising on the U.S. licensing process.

Before FTI Consulting, Peining served 25 years with the U.S. Embassy, in Beijing, China working with the Bureau of Industry and Security (BIS) and Foreign Commercial Service (FCS), U.S. Department of Commerce. She assisted in regulating and facilitating secure trade between the U.S. and China.

While working for U.S. Mission China, Peining assisted hundreds of U.S. and Chinese companies in complying with export control laws, resolving Chinese market access challenges, and identifying and mitigating trade risks. As an employee of BIS in China, she advised companies within industries of strategic importance to U.S. national security as well as within those industries important to China. Throughout her career, she has been responsible for building trade relationships in numerous sectors, including semiconductors, IT Telecom, artificial intelligence, aviation, advanced manufacturing, and advanced materials. Peining has provided counsel to senior U.S. and Chinese diplomats, trade associations, and global industry with regard to U.S.–China trade.

Peining is a native Mandarin speaker and is fluent in English.
