Based in the District of Columbia, United States (“U.S.”), Kyle brings Export Controls and Sanctions Advisor’s (“ECS Advisors”) decades of experience in the practical application of export controls, sanctions, and in the subtle nuances of understanding international geopolitics.  For more than 20 years, working across multiple U.S. Government organizations, Kyle worked holistically with international regulatory and enforcement agencies, trade associations, and industry, to enhance international security through multilateral partnership and government to industry engagements.

As a former senior U.S. Diplomat, who served as the Regional Export Control Officer ("ECO") for the Bureau of Industry and Security ("BIS"), and a Commercial Officer for the Foreign Commercial Service (“FCS”), U.S. Department of Commerce, Kyle was assigned to the U.S. Embassy in Beijing, China. In this capacity, Kyle served as a trusted advisor to the U.S. Ambassador and Deputy Chief of Mission for matters involving export controls and trade between the U.S. and China. Kyle further managed BIS's end-use monitoring program operating throughout China and in South Korea. 

While working directly with the Ministry of Commerce of China (“MOFCOM”), Kyle helped to facilitate secure trade between the two largest economies in the world.  Specializing in the practical aspects of compliance with export controls and sanctions and advising on some of the most sensitive geopolitical concerns prevalent in today's global trade environment, Kyle’s international experience fills the critical needs of multinational companies and can assist companies to successfully navigate the ever-changing global trade environment. 

While at the U.S. Department of State, Kyle advanced critical U.S. security interests through innovative programs and diplomatic engagements in cooperation with governments and multinational companies throughout East Asia. Serving in the Bureau of International Security and Nonproliferation (“ISN”), Kyle assisted other governments with capacity building to strengthen their regulatory and enforcement frameworks and in support of enhancing international cooperation. 

Kyle’s diverse background also includes conducting criminal and administrative investigations with Homeland Security Investigations (“HSI”), as well as managing export sales and trade operations in Latin America. His international experience is complemented by his language skills—Kyle is fluent in Spanish and proficient in Mandarin.
