Companies can be added to a "blacklist" for a wide varieties of reasons. Those reasons are often not stated, and some reasons that are stated, aren't the actual reason for the listing. A successful delisting is always based off addressing the actual reason for the listing, remediation steps, training, and other measures applicable to alleviating government concerns about an entity. In many cases, this would require detailed and intimate knowledge of the psychology of government agencies, the perceived risks an threats believed to be inherent to national security, and an understanding of how to appeal to the interests of members of the government agencies sponsoring the addition of an entity to the list(s).
